New, undesired "Performance Options" Window at start up.

On each start up, a window opens titled "Perfromance Options." It says to "Choose how to allocate processor resources." Two options exist: "Programs" or "Background Services."  I select Programs  and Ok and the computer then behaves otherwise normally.
This window is new though.

I can get to an identical screen by going "Control Panel\All Control Panel Items\Performance Information and Tools," selecting "Adjust visual effects" and then the "Advanced" tab.

How do I get the computer to quit coming up with this question at startup?

Anwsers to the Problem New, undesired "Performance Options" Window at start up.

Hi Kimberly Fischer,

It's a possibility that one of the programs is causing this window to open up at the startup.
I would recommend you to check it in the safe mode if it appears.
If the issue does not exist in Safe Mode perform a clean boot troubleshooting to find which program
and service is causing the conflict.

Let us check if we can get into the safe mode, we can perform a clean boot troubleshooting.

Please check whether you face the same issue while working in the safe mode.

When the computer starts you will see your computer's hardware being listed.
When you see this information start to gently tap the F8 key on your keyboard repeatedly until you are presented with the Windows 7 Advanced Boot Options screen.
3.
Using the arrow keys, select the Safe Mode option you want.
4.
Then press the enter key on your keyboard to boot into Windows 7 Safe Mode.

http://support.microsoft.com/kb/929135
